Say...

Enter a sentence, it will be passed through the 'rsynth' text-to-speech translator, or try this sentence.
The sentence can consist of text and/or phonemes; they can be intermixed. Phonemes should be enclosed between square brackets [ and ]. An example of mixed text and phoneme: hello [w3ld]

Sound (audio) bytes will be returned to your browser as MIME type 'audio/basic'. This is the type of 'u-law' audio files, that usually have the filename suffix of .au or .snd. You may have to configure your browser to handle this type (and no, I don't know how to do that for the specific browser that you have...)

Both a single-line text input form and a multi-line text input form are available. They offer more functionality, like eg. viewing the phonemes that get generated for a phrase, or selection of a dictionary.
As result of some experiments with MIME multipart messages, an experimental addition now allows you to specify that you want to receive both phonemes and speech. However, you likely have to fiddle a bit with your browser to make it grok multipart messages.
